The short answer
Private label hot chocolate in the US can start with one case. Read on US companies' own sites in October 2026, Omanhene Cocoa Bean Company in Wisconsin puts your label on its hot cocoa tins from "one case (16 tin)", Total Food Package in Michigan blends a custom mix from 150 lb with a $1,500 minimum charge, and Coffee Masters in Illinois packs cocoa in packets, bags and K-cups and ships about 10 business days after proof approval. A logo sticker on a national brand packet is not private label, even when it is sold as custom hot cocoa.
Why Suppliers
You want a hot chocolate under your own name. It might be a house cocoa for a cafe or roastery, a holiday tin for a gift shop, a branded packet for a corporate gift box, or a dairy free mix for an online brand. You search for private label hot chocolate and get Faire listings, an offshore marketplace, a directory of European producers and a promo site selling stickers on someone else's packet. None of it says which US packer will take a first run you can fund before the season ends.
We read the private label pages of US cocoa blenders and packers on their own websites in October 2026 and kept only what each one put in writing: the minimum and the unit it is counted in, any fee, the formats, the certifications and the lead time. Where a company publishes nothing, we say so, because that is the first question in your brief. The labeling rule that decides whether your tin can say "cocoa" comes from the FDA standards in 21 CFR Part 163.
Tin, packet, bag or K-cup
Each format runs on different filling equipment with a different minimum. State the format and the shortlist only holds packers that say they run it.
Stock recipe or your own blend
Your label on a packer's cocoa and a custom recipe are different orders with different minimums. Say which you need and the agent ranks makers that state they do it.
Dairy, gluten and nut status up front
Some plants are free of all top 9 allergens, so their cocoa has no milk; others state every item contains dairy. That status sits next to each name before you plan a recipe.
Minimums in one unit
Cases of tins, pounds of blend and counts of packets do not compare as written. The agent converts them to servings so you can see whose minimum fits your season.
Certifications with evidence
SQF, organic, kosher and gluten free claims are listed as each company states them, with the source, so you know what to confirm with the certifier.
Flat price, no commission
One monthly fee in USD. We take no cut of your cocoa order and we are never a party to it, so nothing pushes you toward a bigger run.
How it works

Buyer's guide
What to know before you commit.
The minimum can be one case or a $1,500 blend
Hot cocoa has the widest spread of minimums of any drink we have looked at, because the companies offering it run completely different businesses. Omanhene Cocoa Bean Company in Mequon, Wisconsin, a cocoa company that sells its own hot cocoa in tins, offers private label on that product with "an unprecedented one case (16 tin) minimum order." It supplies the nutrition and allergen statements and ingredient list, and asks you to call for pricing. Its page is old enough that you should confirm the terms are still current, but as written it is the lowest entry point we found.
At the other end of small, Total Food Package in Spring Lake, Michigan is a dry blend co-packer that lists hot cocoa mix among its products and states the rule plainly: "Our minimum blend size is 150 pounds with a minimum charge of $1,500." That buys your own recipe, packed from small pouches to bulk bags.
Coffee Masters in Spring Grove, Illinois, a coffee roaster with a private label program, includes "soluble drink mixes (hot cocoa, cider, lemonade and more)" and advertises low minimums without a number. Retail scale packers such as Gilster-Mary Lee and Subco Foods publish no minimum at all, which usually means a program sized for grocery chains. So decide first whether you are buying a finished cocoa with your label, or a recipe of your own, because that one choice moves the first order from a few hundred dollars to four figures and up.
A sticker on a national brand packet is not private label
Search for custom hot cocoa and many of the cheapest results are promotional products, not private label. Promotional Product Inc in North Carolina is a good example, and it is honest about what it sells: a "laminated decal on a pre-printed Swiss Miss package," from 240 units at $0.85 each ($0.83 at 480, $0.81 at 960), a $50 setup fee waived on reorders, and shipping in 7 business days "counted in business days from proof approval, not from the order."
That is a fine product for a trade show or a client thank you, and it is cheaper than any private label run. But your logo sits on another company's brand. You cannot sell it as your product, you do not control the recipe or the ingredient list, and the packet still says the national brand. If the cocoa is meant to carry your name on a shelf or in your online store, you need a packer that fills the mix into packaging that is yours, which is what every other company on this page does.
What the minimums mean in servings, as a worked model
Cocoa minimums are written in cases, pounds and packets, which do not compare as written. Here is a worked model to put them in one unit. The assumptions are ours and stated so you can replace them: 28 grams (about 1 oz) of mix per mug, a packet holding one serving, and a retail tin holding 8 oz (about 227 grams). Your recipe and tin size will differ, so ask each packer for its own fill weights.
Total Food Package's 150 lb blend is about 68,000 grams, so roughly 2,400 servings, or about 300 tins of 8 oz. The $1,500 minimum charge on that blend works out to at least $10 per pound, or about 62 cents per serving, before you know whether that charge includes ingredients and packing, which is the first thing to ask. Omanhene's one case is 16 tins, a trial a single cafe can sell through in a weekend. Promotional Product Inc's 240 decaled packets are 240 servings at $0.85, plus the $50 setup.
So a seasonal cafe launch fits in one or two cases of a stock cocoa, a small online brand with its own recipe fits in a 150 lb blend, and anything bigger is a retail conversation. That is a model, not a quote; ask every company for the price at two quantities so you can see how much of the first order is one-time setup.
Dairy, gluten and nuts decide which plant can make your recipe
Most hot cocoa mixes contain milk powder, which makes allergen status the first filter, not the last. Total Food Package says its facility is free of the top 9 allergens, milk included, so any cocoa made there is a dairy free formula by definition. That is a strength if you are building a vegan or allergy friendly line, and a dead end if your recipe needs whole milk powder. It also holds organic (Oregon Tilth), kosher and gluten free certifications and says it can add your company to them.
Cocoa Bombs LLC in Boise, Idaho, which makes private label hot cocoa bombs, beverage mixes and gift sets, says its facility is nut free and peanut free, and states that "all of our items and facility contain dairy or traces of dairy." American Instants in Flanders, New Jersey, which packs hot chocolate among its powdered drinks, says "our facility is 100% gluten-free" and that it is SQF certified, with food scientists to blend to your specification.
Write the allergen statement you want on the label into the first line of the brief. A packer that cannot make that statement truthfully is out before price matters.
What the label can call it, cocoa or hot cocoa mix
The word cocoa is a standardized food name in the US. Under 21 CFR 163.113, cocoa is cacao nibs ground to a powder with "less than 22 percent, but not less than 10 percent by weight" of cacao fat. Under 163.112, breakfast cocoa or high fat cocoa has "not less than 22 percent by weight of cacao fat," and under 163.114 lowfat cocoa has less than 10 percent. Alkalized (Dutch process) cocoa must say "Processed with alkali," and a flavored cocoa needs a statement such as "Flavored with" the flavor.
The optional ingredients those standards allow are alkali, neutralizing agents, spices, certain flavorings and salt. Sugar and milk solids are not among them. That is why a sweetened drink mix is sold as hot cocoa mix or hot chocolate mix, with cocoa listed in the ingredients, rather than as cocoa. If you plan a pure unsweetened drinking cocoa under your label, the fat range decides which of the standardized names fits.
We do not do label review or regulatory classification. We help you find packers and compare what they state; the label decision stays with you and the packer, and Omanhene says it supplies the nutrition and allergen statements for its private label tins.
Lead times and the holiday deadline
Hot cocoa is a seasonal product, so the lead time decides whether a first run is worth doing this year. Coffee Masters writes down both halves of its clock: a digital proof "within approximately 3 business days," then "once your proof is approved... your order ships within approximately 10 business days." Promotional Product Inc also counts from proof approval. Total Food Package, Omanhene, Gilster-Mary Lee and American Instants do not publish a lead time.
The pattern is the same as on every private label category we have read: the clock starts at artwork or proof approval, not when you pay. So count back from the date the cocoa must be on your counter or in your gift boxes: shipping, the run, proof rounds, label printing, and then the time it takes you to finish artwork. For a December launch that usually means briefing in October, and starting on a stock recipe with your label if the custom route will not land in time.
Formats and the packer that runs each
Choose the format before the company, because each one runs on different equipment. Tins and canisters suit gift shops and retail shelves; Omanhene's private label is its tinned cocoa, and Global Tea Solutions, a tea packer that also asks buyers about hot chocolate, offers custom tins, paper tubes, pouches and boxes with SQF level 2, organic and kosher options. Stand up pouches and bulk bags suit online brands and cafes; Total Food Package packs both.
Single serve packets and K-cups suit offices, hotels and gift boxes. Coffee Masters lists portion packs of 1 to 4 oz, retail bags from 8 oz to 5 lb, packets, gift packs and 2.0 compatible K-cups, and will also co-pack a dry mix you send in. Gilster-Mary Lee runs single serve pouches, canisters and foodservice sizes for store brands, with or without marshmallows, sugar free, and flavors such as peppermint and salted caramel, and says all its facilities are SQF Level II certified. Hot cocoa bombs are their own product, with custom shapes and R&D at Cocoa Bombs LLC.
What to send a hot cocoa packer for a real quote
Give the route (a stock cocoa under your label, or your own recipe), the format and fill weight (tin, pouch, packet, K-cup, bulk bag), the number of flavors, the quantity at two levels, the allergen and dietary claims you need (dairy free, gluten free, kosher, organic), whether you will supply printed packaging, and the date the cocoa must arrive.
Ask for the minimum and the unit it is counted in, whether a minimum charge includes ingredients and packing, any setup, plate or label fee, the case size, the sample policy, shelf life, and what starts the lead time. A packer who answers each in writing is one you can compare with the next.
Suppliers turns that brief into a shortlist of US cocoa packers with their published terms side by side, then sends one RFQ to the ones you choose and keeps the replies in one place. People also ask
The questions buyers actually search.
What is the minimum order for private label hot chocolate?
It can be one case. Omanhene Cocoa Bean Company puts your label on its hot cocoa tins from one case of 16 tins. A custom recipe costs more: Total Food Package blends from 150 lb with a $1,500 minimum charge. Larger packers such as Gilster-Mary Lee publish no minimum, which usually means a retail scale program.
How much does it cost to start a private label hot chocolate brand?
From one case of a stock cocoa to about $1,500 for your own recipe, before packaging and design. Total Food Package charges at least $1,500 for its 150 lb minimum blend, roughly 2,400 servings at 28 grams. Omanhene quotes its 16 tin case on request. A decal on a national brand packet starts at $0.85 a unit, but that is a promo item.
Can I sell hot chocolate under my own brand?
Yes. The quickest route is a packer's stock cocoa under your label, which Omanhene offers on its tins and Coffee Masters on packets, bags and K-cups. You need a label with the product name, net weight, ingredients, allergens, Nutrition Facts and your business details, and a packer that can document any organic, kosher or gluten free claim.
Who makes private label hot cocoa mix in the USA?
US companies with private label or co-packing for hot cocoa include Omanhene Cocoa Bean Company in Wisconsin, Total Food Package in Michigan, Coffee Masters in Illinois, American Instants in New Jersey, Gilster-Mary Lee, Cocoa Bombs LLC in Idaho and Global Tea Solutions. Only Omanhene and Total Food Package publish a minimum.
Can a private label hot chocolate mix be dairy free?
Yes, and some plants make nothing else. Total Food Package says its facility is free of the top 9 allergens, milk included, so a cocoa made there is dairy free by design, with organic, kosher and gluten free certifications available. Cocoa Bombs LLC states the opposite: all of its items and its facility contain dairy or traces of dairy.
How long does private label hot chocolate take to produce?
About two to three weeks from artwork at packers that publish it. Coffee Masters sends a digital proof in about 3 business days and ships about 10 business days after you approve it. The clock starts at proof approval, not at payment, so for a December launch brief the packer in October.
Can I call my private label product cocoa?
Only if it meets the FDA standard. Under 21 CFR 163.113, cocoa is ground cacao with 10 to 22 percent cacao fat, and the allowed optional ingredients do not include sugar or milk. A sweetened mix with milk powder is sold as hot cocoa mix or hot chocolate mix, with cocoa listed in the ingredients.
Can I get hot chocolate K-cups with my logo?
Yes. Coffee Masters lists 2.0 compatible K-cups, packets, portion packs of 1 to 4 oz and retail bags among its private label formats, and its soluble drink mixes include hot cocoa. It does not publish a minimum, and says coffee types cannot be mixed to meet minimums, so ask how that rule applies to cocoa.
