The short answer

For a molded toy the real gate is the mold, not the minimum: read on 12 toy makers' own sites in October 2026, PrintNinja charges $2,500 to $3,000 per PVC tool with a 1,000 shot minimum, and Happy Worker quotes $12,000 to $20,000 of one time costs for vinyl figures at 2,500 to 5,000 per design. Plush needs no steel mold, so minimums drop to 100 per design (Plushies4u) and setup to $150 to $2,600. Every toy for children 12 and under also needs a CPSC-accepted lab test and a Children's Product Certificate, which importers must file electronically from July 8, 2026.

Why Suppliers

You have a toy design, a character, a game piece or a figure, and the search for toy manufacturers returns rankings of Mattel, Hasbro and Lego, consumer lists of American made toys, and sourcing agents' lists of Chinese factories. None of that tells you which factory will make your toy, how many you have to order, or what the mold costs.

We read the makers that take outside designs on their own websites in October 2026: custom vinyl and action figure agencies, plush factories, a game miniature printer, US injection molders and handmade US toy shops. We kept only what each one put in writing: the minimum and the unit it is counted in, the mold or setup cost, the sample terms, the lead time and what it includes, and the safety testing it names. Where a maker publishes nothing, we say so. The AI sourcing agent takes your brief (toy type, size, material, age grade, first quantity, date) and sends it to the makers that fit, then lines up the answers in one table.

For a molded toy the mold is the gate. The minimum order follows from paying it off.

Mold cost up front

For vinyl, PVC and ABS toys the tooling bill decides the budget. The agent asks every maker for the mold or setup cost, who owns the tool, and how many shots the minimum assumes.

Minimums in one unit

Makers count per design, per size, per colorway or per shot of a mold. The request asks for the same unit from each so a 100 piece plush floor and a 1,000 shot tool sit in one column.

Testing named in writing

Each match shows whether the maker names ASTM F963-23, a CPSC-accepted lab and the Children's Product Certificate, or only says it can comply on request.

Full timeline, not factory days

A factory quote of 25 to 45 days excludes design, prototyping, testing and freight. The agent asks for the time from approved artwork to delivered stock.

Plush, vinyl or plastic matched first

A plush sewing line will not rotocast vinyl and an injection molder will not sew. Describe the toy and the shortlist starts with makers that state that process.

Flat price, no commission

One predictable monthly fee in USD. We take no percentage of your production order and never sit between you and the factory.

How it works

Describe, match, decide.

1

Describe what you need

Type your need in plain English. The agent extracts the structured spec, from quantity and material to target price and destination.

2

AI finds & vets

It matches qualified suppliers, cross-checks registry and customs data, surfaces certifications, and flags risk, then ranks the fits.

3

Compare & decide

Review quotes, MOQs, and lead-times side by side, then run RFQ outreach and POs in one place. You stay in control.

Buyer's guide

What to know before you commit.

Why the biggest toy companies will not make your toy

Search for toy manufacturers and the first results rank Mattel, Hasbro, Lego and the other brand owners, or list American made toys to buy as gifts. Those companies make their own brands. A founder, a game studio or a Kickstarter creator needs a different set of companies, and they fall into four groups.

Custom toy agencies (Happy Worker in Toronto, Big Shot Toyworks in New York and North Carolina) design, prototype and manage production at partner factories, and publish their minimums and one time costs. Plush factories and plush agencies (Plushies4u, Custom Plush Innovations, PrideBites) sew stuffed toys to your artwork. Molders and printers make parts: PrintNinja runs PVC game miniatures through steel molds in China, and The Rodon Group in Hatfield, Pennsylvania runs 125 presses from 46 to 720 tons around the clock and makes K'NEX parts. US handmade shops such as ToyBuilders ("we can make 1 or a million of any figurines you need") fill small runs. Brands like American Plastic Toys and Maple Landmark make toys in the USA but publish no contract or private label terms.

For a molded toy, the mold is the gate

A vinyl, PVC or ABS toy needs a steel or aluminum tool, and the tool is the largest bill you will pay. PrintNinja publishes it plainly: injection molding "into a steel mold (i.e., tooling) with up to roughly 6 cavities", "$2,500-$3,000 (per tool based on complexity)", which it calls "the most expensive part of the process and the reason for the high MOQ." Its minimum is "1,000 injections of a mold (about 6,000 total miniature units if the mold is completely filled with cavities)", after which miniatures are "$0.15 per unit".

Character figures cost more because they include sculpting and paint masters. Happy Worker: vinyl one time costs "normally range between $12,000 to $20,000 or more", with "5-inch tall vinyl toys with packaging" at "$8 and $12 each for an order of 2,500 toys"; action figures carry "$20,000 to $30,000 or more" in one time costs and "$8 and $12 each for an order of 5,000 toys". As a worked model on those published numbers, 2,500 vinyl figures at $8 to $12 plus $12,000 to $20,000 of setup comes to roughly $32,000 to $50,000, or $13 to $20 a figure before freight and testing. The minimum exists to pay off the tool. Ask every maker who owns the mold, where it is stored, and what a reorder costs without new tooling.

Plush has no mold, so the minimum drops and testing takes over

A stuffed toy is cut and sewn from patterns, so there is no steel tool to amortize. Published plush minimums are a fraction of molded ones: "100 pieces per design" at Plushies4u, "just 250 units" per size and design at PrideBites, "a minimum of 500 pieces" at Custom Plush Innovations, and 3,000 to 5,000 at Happy Worker, which is "not set up to make 1 toy or low-runs of hundreds of toys". Setup is small too: PrideBites charges "$150 setup fee" on custom plush orders under 500 units, and Happy Worker puts plush one time costs at "$1,800 to $2,600, or more", with 8 inch plush at "$6 each and $9 each for an order of 3,000".

What replaces the mold as the cost that hurts on a small run is testing. A plush for young children is a children's product and must pass a third-party lab test, and testing consultancies commonly report roughly $500 to $1,800 per product, with each design and colorway treated as its own product. On a 100 piece run, the lab bill can cost more than the plush. Our comparison of custom plush toy manufacturers lines up eight plush makers on minimums, sample fees and lead times.

What the lead time really includes

Toy makers quote two very different numbers. Factory production alone is short: Plushies4u, "Bulk production usually takes 25 to 35 working days after sample approval and deposit confirmation". The whole project is long: Happy Worker says vinyl takes "between 26 and 30 weeks to design, prototype, manufacture and deliver", action figures "26 to 32 weeks" and plush "24 to 28 weeks". Big Shot Toyworks: "Typically a vinyl or PVC project takes about 6-8 months from the date of sculpt approval to final delivery via sea shipping", and resin "cuts about a month off" because the molds are simpler. Custom Plush Innovations breaks its "approximately 120 days" into 35 to 60 days for the prototype, 35 to 45 to produce and 35 to 45 to ship.

So a holiday launch needs artwork approved by spring. Put the date the toys must be in your warehouse in the brief and ask each maker which event starts its clock: your deposit, sculpt approval, sample approval or the lab report.

Testing and the Children's Product Certificate

Every toy for children 12 and under sold in the US must meet ASTM F963-23, the edition 16 CFR 1250 has made mandatory for toys manufactured after April 20, 2024, and must be tested by a CPSC-accepted third-party lab. The results back a Children's Product Certificate, which CPSC says is issued by the domestic manufacturer or the importer, so a brand importing its own toy usually issues it, not the factory. From July 8, 2026, importers of most regulated products must file certificate data electronically with the entry, which means the test has to be done before the container ships. Testing repeats: 16 CFR 1107.21 requires periodic testing at least once a year, extendable to two or three years under a qualifying plan.

The limits that catch toys most often: lead above 100 ppm in any accessible part and 90 ppm in paint (16 CFR 1303), more than 0.1% of eight listed phthalates in any plasticized part, which matters for soft PVC and vinyl (16 CFR 1307), and small parts in anything meant for children under 3, a rule that expressly covers "stuffed, plush, and flocked animals" (16 CFR 1501). Each toy and its packaging also need permanent tracking labels. A Small Batch Manufacturer registration can spare a very small US maker some third-party tests, but never the small parts or lead in paint test, and the certificate is always required.

Maker sites undersell this. None of the twelve we read mentions the certificate; one cites ASTM F963-11, three editions out of date; one calls third-party lab testing optional. We do not do regulatory classification; ask each maker which accepted lab will test your toy and get the report in your company's name.

Toy tariffs in 2026 and where toys are made

Most custom toys for US brands are still made in China, including by agencies headquartered in the US and Canada; Custom Plush Innovations states that "All custom plush toys are designed and mass-produced in China", and PrintNinja ships molds to its team in China. Since July 24, 2026, a Section 301 action adds 12.5% on products of China and of Vietnam and 10% on India, Indonesia and several others. Toy importers asked for an exemption, and USTR's notice records that it determined those goods "do not warrant exemption." So moving a plush or figure line from China to Vietnam does not avoid the new layer. The older China Section 301 duties continue, and the rate reported for toy headings under them varies between sources, so confirm the 10 digit HTS code and the total rate with a licensed customs broker before you price. We do not do tariff classification or customs brokerage.

How to brief a toy maker so the quotes compare

Send every maker the same brief: front, side and back artwork or a 3D file, finished size, material (soft vinyl, PVC, ABS, resin, plush fabric), number of paint colors, packaging, the age you are selling to, first quantity per design and the reorder quantity, and the date stock must arrive. Then ask the same six questions. What is the minimum, and is it per design, per size or per colorway? What do the mold, sculpt and sample cost, and who owns the mold? What does the lead time include, and what starts it? Which accepted lab tests the toy, and is the report in my name? What is the unit price at two quantities? Where is the toy made?

Suppliers runs that request for you. Describe the toy once, and the AI sourcing agent shortlists the makers whose published terms fit your process and quantity, sends the brief, and lays their answers side by side with the evidence it found on each. You approve samples and pick the maker; we never sit between you and the factory. For other categories that take small first runs, see low MOQ manufacturers; for injection molders that make parts rather than finished toys, plastic injection molding companies; and for silicone and rubber parts, rubber molding companies.

People also ask

The questions buyers actually search.

How much does it cost to manufacture a toy?

For a molded toy, most of the first order is tooling: $2,500 to $3,000 per PVC tool at PrintNinja, $12,000 to $30,000 or more of one time costs for vinyl and action figures at Happy Worker, then $8 to $12 a figure at 2,500 to 5,000 units. Plush skips the mold, with setup from $150. Add lab testing and freight.

How long does it take to manufacture a toy?

Plan on four to eight months from approved artwork to delivered stock. Happy Worker quotes 24 to 32 weeks depending on the toy, Big Shot Toyworks 6 to 8 months for vinyl or PVC, and Custom Plush Innovations about 120 days for plush. Factory production alone is only 25 to 45 days.

What is the minimum order for a custom toy?

It depends on the process. Published minimums run from 100 per design for plush (Plushies4u) and 250 per size and design (PrideBites) to 1,000 shots of a PVC mold (PrintNinja) and 2,500 to 5,000 per design for vinyl and action figures (Happy Worker, Big Shot Toyworks).

How much is a toy mold?

A simple steel PVC tool costs $2,500 to $3,000 at PrintNinja, which makes up to about six miniatures per shot. Character vinyl and action figures carry one time costs of $12,000 to $30,000 or more at Happy Worker, covering design, prototyping and tooling. Ask who owns the mold and what a reorder costs.

Do I need ASTM F963 testing for a Kickstarter toy?

Yes, if the toy is for children 12 or under. It must meet ASTM F963-23, pass a CPSC-accepted third-party lab, and carry a Children's Product Certificate issued by you as the importer or US maker. Crowdfunding does not change that, and from July 8, 2026 certificate data is filed with the import entry.

Who issues the Children's Product Certificate?

The domestic manufacturer or the importer, according to CPSC. A brand that imports its own toy from an overseas factory is usually the importer, so it issues the certificate, based on a report from a CPSC-accepted lab. The certificate lists the product, each rule, the maker, the dates and places of manufacture and testing, and the lab.

Are there toy manufacturers in the USA that take small runs?

A few, mostly handmade. ToyBuilders makes figurines and action figures in the USA in quantities "1 or a million". US injection molders such as The Rodon Group run high volume parts, and brands like American Plastic Toys make their own lines; neither publishes small run terms.

Do toys from China pay tariffs in 2026?

Yes. Since July 24, 2026, a Section 301 action adds 12.5% on products of China and Vietnam, and USTR declined to exempt toys. Older China Section 301 duties also continue. Confirm the 10 digit HTS code and the total rate with a licensed customs broker.

FAQ

Common questions.

Yes. Put the quantity per design in the brief and the shortlist favors makers whose published minimum fits, which for small runs usually means plush makers or handmade shops rather than molders.

Yes. The request asks every molder for the tooling cost, ownership, storage and the reorder price without new tooling, so you can compare the second order as well as the first.

No. Suppliers verifies identity, cross checks registries, surfaces the testing and certifications a maker states and flags risks, with the evidence shown. Testing is done by a CPSC-accepted lab and the certificate is issued by you or your importer.

Yes. Describe the toy and the comparison shows each maker's minimum, setup or mold cost, timeline and stated testing side by side, whatever the process.

Plans start at $99 a month, or $588 a year, with RFQ outreach included. There is no commission on the orders you place and no fee per request.
