The short answer
A tote bag manufacturer either cuts and sews the bag or imports a blank and prints it, and the price gap between the two is about four to one. Read on their own sites in October 2026, US sewn canvas starts at 24 units per style and color (Parrott Canvas) or 50 per design (Enviro-Tote, $35 setup per color), and a US-made printed tote runs $21.95 at 25 down to $14.99 at 500. An imported 10 oz tote printed in the US runs $6.15 at 75 down to $2.99 at 5,000. Only the first kind can be labeled Made in USA.
Why Suppliers
You need branded totes for a store, a launch, a conference or a retail line, and every result for tote bag manufacturer looks the same: a catalog page with a quote button. Underneath, the companies do very different jobs. Some cut, sew and print in the US. Some import blank bags and print them here. Some are overseas factories that will build a custom shape. We read 14 tote bag makers and suppliers on their own sites and kept only what they publish: minimums, setup fees, price ladders, lead times and the exact wording they use about origin. The AI sourcing agent takes your spec (fabric, size, gusset, print colors, quantity, deadline, US-made or not) and sends it to the suppliers that fit, then puts the answers in one table.
Origin stated, not implied
Each match says whether the tote is sewn in the US, imported and printed in the US, or made overseas, quoting the supplier's own wording, so a Made in USA claim on your label holds up.
Setup fees surfaced
Screen print setup runs per color, per image and per side. The agent asks every supplier for the same breakdown so a cheap unit price with a heavy setup line does not surprise you.
Price breaks at your quantity
Ask for 250 and 1,000 and the shortlist compares the per bag price at both, which shows how much of a small run is fixed setup.
Fabric and construction matched
Canvas weight, recycled cotton, rPET or non-woven, flat, T-bottom or gusseted: describe the bag and the shortlist favors suppliers that state that build.
Deadline aware
Lead times range from a few business days for imported stock to seven weeks for US sewn printed totes. Put the event date in the brief and suppliers that cannot meet it drop out.
Flat price, no commission
One predictable monthly fee in USD. We take no percentage of your bag order and never sit between you and the supplier.
How it works
Describe, match, decide.
Describe what you need
Type your need in plain English. The agent extracts the structured spec, from quantity and material to target price and destination.
AI finds & vets
It matches qualified suppliers, cross-checks registry and customs data, surfaces certifications, and flags risk, then ranks the fits.
Compare & decide
Review quotes, MOQs, and lead-times side by side, then run RFQ outreach and POs in one place. You stay in control.

Three kinds of tote bag supplier, and why the price differs four to one
Read the origin line on any tote bag product page and you can sort the market in seconds.
US cut and sew factories make the bag here. Enviro-Tote in Londonderry, New Hampshire writes that all of its bags "are cut, printed, and stitched in New Hampshire." Unionwear sews in Newark, New Jersey and labels its totes "Union Made in USA by Workers United." Parrott Canvas has made canvas goods in Greenville, North Carolina since 1982.
US decorators and distributors import blank bags and print or embroider them here. 4imprint states it plainly on its Aurora 10 oz tote: "Imported, logo applied in USA." Custom Ink, Tote Bag Factory and ECOBAGS sit in this group too, with ECOBAGS adding B Corp and SA8000 sourcing paperwork.
Overseas factories build to your design and ship to you. LeelineBags in Wuhan estimates about $10 a unit for 10 oz canvas at 50 units. Optima in Delhi NCR quotes prices that include branding and shipping.
The gap is real. Promotional Product Inc. publishes a US-made gusseted cotton tote at $21.95 each for 25 and $14.99 for 500, one color on one side. 4imprint publishes an imported 10 oz tote at $3.95 for 500. Same quantity, roughly four times the price. Which one you need depends on whether the US origin is part of what you are selling.
Minimums are per design, and sometimes per color
Tote minimums are low compared with most sewn products, but the unit still varies. Enviro-Tote: "50 is our minimum order quantity for both printed and unprinted bags," counted "per design / style," with 100 for a custom size. Parrott Canvas: "24 pieces per style and color." MFG Merch in Jacksonville: "12 pieces per design." ReuseThisBag's US-made OneDayUSA tote: 100 units. 4imprint: 50 or 75 depending on the bag. Custom Ink lists some styles with a minimum of 1.
The practical consequence: if you want the same tote in natural and black, Parrott counts two minimums of 24, while Enviro-Tote counts by design. If you want three artworks on one bag style for three stores, ask whether each artwork is a separate design. Unionwear sells stock styles from 12 pieces in 2 days and builds to order from 48 or 200 pieces in 21 days, so the minimum also depends on whether the bag is stock or made for you.
What drives the price of a custom tote bag
Five things move the number, and suppliers publish most of them.
Print colors. Screen print needs a screen per color. Enviro-Tote charges "$35.00 per color / per image / per side"; 4imprint charges "$55 per color/location" on its 12 oz tote. Embroidery is priced by stitch count instead; Unionwear says its embroidery prices "depend on the actual number of stitches," not colors.
Print locations. Most published prices include one color on one side. Each extra side or location is another setup.
Fabric weight. At 4imprint the 10 oz Renton tote is $7.55 at 50 and the 12 oz Oversized is $8.35 at 50. At blank level, Tote Bag Factory sells a 6 oz cotton tote at $1.55 for 100 to 499 and an 80 GSM non-woven at $0.75 for the same tier.
Construction. Unionwear's own tiers: "Flat Tote $", "T Bottom Tote $$", "Gusset Tote $$$", "Boat Bottom $$$."
Quantity. Setup is fixed, so it shrinks per bag as the run grows. Worked model, our arithmetic: a two color, one side print at Enviro-Tote carries $70 of setup, which is $1.40 a bag at 50 and 14 cents a bag at 500. Reorders often drop the setup: Promotional Product Inc. lists "$0 Reorder Setup."
Made in USA tote bags and what the label legally needs
If "Made in USA" is printed on your bag or your product page, the FTC standard applies. The agency's rule, codified at 16 CFR 323.2, requires that "final assembly or processing of the product occurs in the United States, all significant processing that goes into the product occurs in the United States, and all or virtually all ingredients or components of the product are made and sourced in the United States."
Three consequences for totes. An imported blank that is only printed here is not Made in USA; the honest form is the one 4imprint uses, "Imported, logo applied in USA," or a process claim such as printed in USA with the foreign origin stated. A bag sewn in the US from imported canvas has a significant foreign component, so ask where the fabric is woven. Enviro-Tote is a model of disclosure here: its organic, recycled and 10 oz natural cottons "are grown and woven in the USA," and it says it is "currently searching for a domestic source" for its other fabrics. And a union label is a separate claim: Unionwear carries Workers United, which matters for campaigns, unions and some public buyers.
We do not give legal advice. Ask each supplier for the origin of fabric, thread and handles in writing, and confirm your label wording with counsel.
Lead times, from four days to seven weeks
Imported stock bags printed in the US ship fast: 4imprint lists 3 to 5 business days to ship, and Custom Ink showed a standard delivery estimate about two weeks out with a 3 day rush option when we checked. A few US-made stock items are quick too: ReuseThisBag quotes 3 to 5 working days for its OneDayUSA tote and Promotional Product Inc. 2 to 5 business days "from proof approval, not from the order."
Made to order is slower. Enviro-Tote is "typically at a 7 week lead time for printed totes and 4 weeks for unprinted," starting once you approve the order, art proof and ship date. Parrott Canvas ships blanks in 2 to 3 weeks and printed or embroidered work in 6 to 8. ECOBAGS says 3 to 4 weeks plus transit after approval. MFG Merch quotes 10 to 14 business days for a sample and 3 to 5 weeks for production. Optima in India quotes 25 to 27 days delivery. For an event, work back from the date and add a week for proofs.
Totes for retailers that hand out bags
If your totes go across a store counter, state bag laws set a floor on what counts as reusable. New York's law, in force since March 1, 2020, bans plastic carryout bags for businesses that collect sales tax and defines a reusable bag as cloth or other machine washable fabric with handles that do not stretch and "a minimum lifespan of 125 uses," each use being 22 pounds carried 175 feet, per the state Department of Environmental Conservation. That favors stitched canvas and heavier fabric over a thin promotional bag. Put the requirement in the brief so suppliers confirm the bag meets it.
Brief to send so every quote comes back comparable
Send every supplier the same spec. Fabric and weight (for example 10 oz natural cotton canvas or recycled cotton), size and gusset, handle length, print method, number of colors per side and number of sides, quantity at two levels such as 250 and 1,000, the date the bags must arrive, the delivery address, and whether you need Made in USA, union made or recycled content. Then ask three things in writing: the full setup line, whether the minimum is per design or per color, and the origin of the bag and the fabric.
The AI sourcing agent sends that brief to the matched suppliers, logs each answer in the same columns and keeps the quotes side by side. If the bag is part of a wider product line, our handbag manufacturers guide covers structured bags and leather, and the custom packaging manufacturers page covers boxes and mailers for the same launch.

People also ask
The questions buyers actually search.
How much does it cost to make a custom tote bag?
Published prices for a printed tote run from about $2.99 each at 5,000 for an imported 10 oz cotton tote (4imprint) to $14.99 to $21.95 each for a US-made gusseted tote at 500 down to 25 (Promotional Product Inc.). Add screen setup of $35 to $65 per color or location on new artwork.
What is the minimum order for custom tote bags?
It ranges from 1 on some decorated stock styles (Custom Ink) to 12 per design (MFG Merch), 24 per style and color (Parrott Canvas), 50 per design (Enviro-Tote) and 100 for a US-made stock tote (ReuseThisBag). Ask whether a second color or artwork counts as a new minimum.
Who makes tote bags in the USA?
Enviro-Tote in New Hampshire, Unionwear in Newark, New Jersey, and Parrott Canvas in Greenville, North Carolina all sew totes in the US. MFG Merch in Jacksonville runs US cut and sew, and some distributors carry single US-made styles. Ask where the fabric itself is woven.
Can a tote printed in the USA be labeled Made in USA?
Not if the blank bag is imported. The FTC rule at 16 CFR 323.2 requires final assembly and all significant processing in the US and all or virtually all components made in the US. An imported blank printed here can say where it was printed alongside its foreign origin.
How long does it take to manufacture tote bags?
Imported stock totes printed in the US ship in 3 to 5 business days. Made to order US totes take longer: 21 days at Unionwear, 6 to 8 weeks decorated at Parrott Canvas and about 7 weeks printed at Enviro-Tote. Overseas factories add production and shipping time.
What are the setup charges for printed tote bags?
Screen printing is charged per color, per image and per side: $35 at Enviro-Tote, $55 per color or location at 4imprint, and $55 at Promotional Product Inc., which waives it on reorders. Embroidery is priced by stitch count, and Unionwear sets a minimum run charge below 80 pieces.
What is the best fabric for a custom tote bag?
For a retail or reusable tote, 10 to 12 oz cotton canvas is the common choice: sturdy enough for daily use and easy to print. Lighter 6 oz cotton and 80 GSM non-woven cost less and suit giveaways. Recycled cotton and rPET suit brands that need recycled content on the label.
How do I find a tote bag supplier?
Decide first whether you need US-made, US-printed or overseas production, then shortlist suppliers that state that origin and your fabric. Send each the same spec with two quantities and your delivery date. An AI sourcing agent builds that shortlist and runs the request for quote for you.
