The short answer: the best custom tote bag manufacturer depends on whether the bag has to be made in the USA. For a defensible US-made canvas tote at 50 units with every fee published, Enviro-Tote in New Hampshire. For a union label, Unionwear in Newark. For premium canvas at 24 units per color, Parrott Canvas in North Carolina. For a custom pattern at 12 units, MFG Merch in Jacksonville. For fast imported promo totes with clear price breaks, 4imprint, from $2.99 a bag at 5,000. For recycled cotton with B Corp paperwork, ECOBAGS. For a custom build from overseas, LeelineBags or Optima.
We read 14 tote bag makers and suppliers on their own websites in October 2026 and kept the nine that publish enough to judge: where the bag is made, the minimum and its unit, the setup fees, a price ladder where there is one, and the lead time. Where a company does not publish something, we say so. If you want the full market view first, including the Made in USA labeling rule and a larger supplier table, start with our tote bag manufacturers guide.

Enviro-Tote in New Hampshire publishes every fee on US-made canvas
Enviro-Tote has been making bags since 1990 and states that its bags "are cut, printed, and stitched in New Hampshire." It is also the most candid supplier we read about fabric: its organic, recycled and 10 oz natural cottons "are grown and woven in the USA," and for its other fabrics it says it is "currently searching for a domestic source." That kind of disclosure is what you need if Made in USA goes on your label.
The terms are all on the FAQ. The minimum is 50 bags per design or style, 100 for a custom size. Screen print setup is "$35.00 per color / per image / per side," heat transfer $25 per order per image per side, and a pre-production sample is $50 for one color per side plus $10 per extra color. Lead time is about 7 weeks for printed totes and 4 for blank ones, counted from approval of the order, proof and ship date. Per bag prices sit in an online configurator rather than a static table. It is a Fair Labor Association member.
Unionwear in New Jersey is the pick for a union label
Unionwear sews in Newark and labels its totes "Union Made in USA by Workers United." For unions, political campaigns and public buyers that require a union bug, that is the deciding fact. Stock styles ship in 2 days from 12 pieces; made to order runs take 21 days from 48 or 200 pieces depending on the style. Fabrics include 7, 10 and 15 oz canvas, dyed canvas and domestic twill. Prices sit behind an account, but the category page shows relative tiers that are useful on their own: flat totes are the cheapest build, T-bottom costs more, gusseted and boat bottom the most. Embroidery is priced by stitch count, with a minimum run charge below 80 pieces.
Parrott Canvas in North Carolina suits premium corporate gifts
Parrott Canvas has made canvas goods in Greenville since 1982 and makes everything in house, which is why it can do custom colors. Its wholesale minimum is "24 pieces per style and color." Blank orders ship in 2 to 3 weeks and printed or embroidered work in 6 to 8, FOB Greenville. Silkscreen setup applies to new and repeat orders by number of colors, while embroidery reorders on existing artwork carry no setup. First orders need a deposit. This is a heritage canvas maker, so expect a retail grade bag at a price to match, quoted per order.
MFG Merch in Florida cuts a custom pattern at a small run
MFG Merch runs cut and sew and decoration out of one Jacksonville facility, with a baseline of "12 pieces per design." It quotes in a day, samples in 10 to 14 business days and produces in 3 to 5 weeks. Materials run from canvas and jute to non-woven, insulated and rPET, with screen print, embroidery, heat transfer, sublimation and custom labels. It does not publish prices or say where its fabric comes from, so ask for the fabric origin before you use a Made in USA claim.
Promotional Product Inc. quotes a small US-made order at a fixed price
This distributor lists a gusseted cotton tote described as "proudly made in the USA, including the thread," with one of the few complete US-made price ladders we found: $21.95 each at 25, $19.95 at 50, $18.14 at 100, $16.49 at 250 and $14.99 at 500, one color on one side. Setup is $55 and drops to $0 on reorders. Production takes 2 to 5 business days "from proof approval, not from the order." If you need 25 to 100 US-made totes with no back and forth, this is the simplest path.
4imprint ships imported promo totes fast
4imprint is the honest benchmark for imported bags because it states origin on each product: its Aurora 10 oz tote is "Imported, logo applied in USA." The ladder is clear: $6.15 at 75, $4.69 at 100, $3.95 at 500 and $2.99 at 5,000, one color, with $65 setup. The 12 oz Oversized tote runs $8.35 at 50 down to $4.95 at 5,000, with $55 setup per color and location. Most styles are ready to ship in 3 to 5 business days. For a trade show next month, this is usually the right answer.
ECOBAGS backs recycled cotton with sourcing paperwork
ECOBAGS has sold reusable bags since 1989, is a certified B Corporation and says its made to order work uses "fair wage + fair labor manufacturers," with SA8000 and B Corp certifications available. Its recycled 10 oz canvas tote with custom print runs $10.25 at 50, $6.62 at 500 and $5.77 at 3,000. Lead time is 3 to 4 weeks plus transit after approval. It does not state the country of manufacture on the pages we read, so ask if origin matters to you.
Optima Bags and LeelineBags handle custom builds from overseas
Optima runs its own factory in Delhi NCR and publishes prices that include branding and shipping: a jumbo heavyweight canvas tote at $5.99 for 1 to 9 down to $3.69 at 500, with delivery in 25 to 27 days and a branded sample before bulk. Its site lists a minimum of 25 on one page and 10 on another, so confirm it. LeelineBags runs a 50,000 square meter factory in Wuhan with ISO 9001 and estimates about $10 a unit for 10 oz canvas at 50 units, depending on size and print. Imported totes do not carry a Made in USA claim, and freight, duty and the current tariff on the country of origin belong in your landed cost.
How to choose, in four questions
First, does the bag need to be Made in USA? If yes, your shortlist is Enviro-Tote, Unionwear, Parrott Canvas or a US-made distributor style, and you should ask where the fabric is woven. Second, how many artworks and colors? A second color of bag can be a second minimum at Parrott, and every print color is another screen everywhere. Third, when must the bags arrive? Seven weeks rules out US made to order for next month's event. Fourth, what is the total, not the unit price? Add setup, sample and freight at your real quantity. Worked model, our arithmetic: $70 of two color setup is $1.40 a bag at 50 and 14 cents at 500.
Once orders go out, keep the paperwork straight as well. If you order from several suppliers, a receipt and invoice data extraction tool turns their PDF invoices into one spreadsheet, so you can check every setup and sample line against what was quoted.
Get comparable tote bag quotes in one brief
Describe the tote once: fabric and weight, size and gusset, print colors and sides, quantity at two levels, delivery date and whether it must be US-made. Suppliers finds tote bag manufacturers that fit, verifies identity, cross-checks registry data, surfaces the certifications each one states and flags risk with the evidence shown. It sends the same request for quote to each and lines up setup, price per bag and lead time side by side. You review and decide. If the totes are part of a bigger launch, our custom packaging manufacturers and handbag manufacturers pages cover the boxes and the structured bags.
