Spa De Soleil, the best for a small test run
If the goal is to put a branded shampoo in front of customers before committing real money, Spa De Soleil has the lowest published floor we found from a lab that states a US plant. Its in-house formulas start at 12 units per SKU and ship in 5 to 7 business days. Custom labels move the minimum to between 150 and 1,000 units per SKU with 4 to 6 weeks of lead time, and full custom manufacturing to 3,000 to 5,000 pieces per SKU and about 90 days. The site states FDA registration, GMP certification and certified organic production.
The catch is price visibility. You have to log in to see wholesale prices, and custom costs are quoted only once the formula, minimum and packaging are settled. Ask for the 12 unit and 150 unit price on the same product so you can see what the custom label step costs per bottle.
Pravada, the best path from stock to custom
Most founders want to start on a stock formula and move to their own later. Pravada is the lab that writes that path down. Stock private label starts at 50 units per product from a catalog of more than 300 formulas, with a 6 to 8 week launch and 4 to 6 week reorders. Semi-custom costs a one-time $350 and requires 250 units, allows up to two ingredient additions, and takes 8 to 12 weeks. Full custom starts at a $2,500 development fee and a 2,500 unit minimum, includes three rounds of samples and accelerated stability, and typically takes 6 to 12 months.
Pravada also publishes its small fees, which almost nobody does: a labeled prototype at $60, logo design at $400, label design at $450, and a documentation package for $250 that is free from 1,000 units per SKU. The site states ISO 22716, FDA registration and MoCRA support. One note from Pravada itself is worth repeating: shampoos are more sensitive to ingredient changes than conditioners, so a semi-custom shampoo is more likely to need testing.
Dreamline Beauty, the best when you need a number for the budget
Dreamline makes only hair care, and it is the one lab in this list that tells you what a first order costs. An opening order needs 288 retail units, at least 72 per SKU in steps of 24, and Dreamline states the average opening order generally costs between $2,000 and $3,000, with design included. Reorders need 144 units. It publishes its extras too: $50 per SKU for art changes, $15 per SKU for barcodes, and shrink seals at 25 cents a unit. Design and setup take about 10 to 14 business days each, then manufacturing about 3 weeks, shipping not included.
What Dreamline does not state is where its plant is. The address on its site is an office in Irvine, California. If a Made in USA claim matters on your label, ask for the manufacturing address in writing before you print it.
RainShadow Labs, the best stock hair care catalog
RainShadow in Oregon lists more than 100 stock hair care formulas, including curly and natural hair bases, scalp treatments and beard oils, and has been making them since 1983. It sells by volume rather than units: stock filling starts at 10 gallons and custom formulas at 25. As a worked model, 10 gallons is about 160 bottles of 8 oz before line losses, which RainShadow does not publish, so ask. Filling lead time is 8 weeks after the PO is approved, and the lab does not sell packaging. Your bottles must be on site 5 weeks before the due date or the order moves out.
Read the fee pages carefully. In October 2026 RainShadow's own site states $2,500 per formula on its custom manufacturing page, $3,000 semi-custom and $5,000 custom in its FAQ, and semi-custom from $3,500 on its hair care page. Quote the figure you are relying on back in your request and get it confirmed.
GAR Labs, the best for a custom formula at volume
GAR Labs in Riverside, California is the exception to the development fee rule. It states that it does not charge for formulation or development and only charges for finished product. The trade is volume: its qualifying minimum is 5,000 pieces per product, or 110 gallons for bulk. It asks for a 50% deposit to buy ingredients, quotes 2 weeks for samples and 6 to 8 weeks for production after approval, and puts the whole project at 10 to 12 weeks from concept. It states ISO 22716 and ISO 9001 certification and serves mid-size mass market brands. If you already sell a few thousand units a month on a stock formula, this is the cheapest way we found to own a custom one.
Botanical Science, Dynamic Blending and Private Label Labs
Botanical Science in Carrollton, Texas publishes the lowest floor of all, a single unit of ready to retail stock, and 50 units with your full wrap label in 4 to 8 weeks. Its contract manufacturing minimum is written as 500 in one place and 20 gallons in another on the same page, which at 8 oz is about 320 bottles, so ask which applies.
Dynamic Blending in Vineyard, Utah is for founders who want to own the formula. It states that the formula developed after R&D is yours to keep, allows up to five revisions, and lists ISO 22716, USDA Organic and NSF/ANSI 305 among its certifications. It also states the slowest honest timeline we read: 90 to 120 days of R&D and 14 to 16 weeks for a first run, counted after the project is approved and funded, with full payment up front.
Private Label Labs in Wixom, Michigan starts at 500 units, quotes 4 to 8 weeks on average, and runs fulfillment in house, so the same company that fills the bottles can ship your orders.
Four questions to ask every lab
Whichever labs make your shortlist, ask the same four things in writing. Which tier is this quote for, stock, semi-custom or custom, and what does it allow me to change? What is the minimum in bottles at my fill size, not in gallons? What does the development fee buy, how many sample rounds, and is stability testing included? On what date does the lead time start, the PO, the deposit, the approved sample or the day my packaging arrives? Then ask for the FDA facility registration number. FDA does not issue registration certificates for cosmetics, so a certificate is not proof.
